The following abstract is taken from the introductory paragraph of the thesis."There may be many aims in the minds of those who promote food legislation and inspection. The social worker sees the opportunity to look after the health, welfare, and happiness of the employee. The economist desires legislation in order to secure fair competition, to eliminate unfair prices, and to obtain the observance of correct standards of weights and measures. For some time there have been many people interested in the conservation of foods. This side of the question is of vital interest to all of the countries at war: and it seems is about to call forth legislation in our own country."
