The following abstract is taken from the introductory paragraph of the thesis. "In the discussion of this topic it is not the purpose to set forth any infallible principles which shall be taken as a criterion to be followed 'to the letter,' by any and all states in the organization and administration of their systems of secondary education. The purpose of the thesis is to endeavor, after a brief consideration of the function, aim, and history of secondary education, to arrive at certain conclusions which might be considered as embracing the tentative relation which the state bears toward secondary education."
