abstract
The following abstract is taken from the introductory paragraph of the thesis. "There is a growing conviction among the people in common but more especially among the leading educators of our country that the results of education should be recognized and measured, and that this measure should be in definite terms and should be at least approximately correct. Both educators and the public are dissatisfied with the old method measuring educational products by examination for it is well know, at least among some educators, that the examiner can not grade the same paper twice and reach the same conclusion.In education as in other fields, the recognition of weaknesses leads at least to an attempt to correct them. Thus the modern standard tests and standard scales have been formulated because of the discovered weaknesses int he old grading system."
