abstract
The following abstract is taken from the introductory paragraph of the thesis. "Our ideal of a democracy grows in proportion to the degree of enlightenment we attain; and while we have not yet reached our highest present conception of what a democracy should be, we feel that we are at least on the road to the goal. To the schools are we indebted for this progress, and on them we must depend for reaching our goal. The rapidity with which we advance will parallel the service rendered by the schools. The efficiency of a democracy is determined by the intelligence of tits citizens. They must be able to render unto each other a reciprocal service."
