The following abstract is taken from the introductory paragraph of the thesis. "‘Great nations,’ says Ruskin, ‘write their autobiographies in three manuscripts; the book of their words, the book of their deeds, and the book of their art. Not one of these books can be understood unless we read the other two, but of the three, the only one quite trustworthy is the last. The acts of a nation may be triumphant by its good fortune, and its words might by the genius of a few of its children, but its art can be supreme only by the general gifts and common sympathies of the race.’ Nowhere can the foundation for the supremacy of art be so thoroughly laid as in the Public Schools. There is to be found the greatest single agency for developing appreciation; for public education is an investment of the government. It is the establishment of institutions in which the children of its people shall be developed and enlightened to the extent that the nations shall reap the benefits of an efficient and cultural people capable of directing the social, religious, political, and commercial affairs of a nation." note
