The following abstract is taken from the introductory paragraph of the thesis. "It has long been a custom for teachers to give some kind of ma mark to represent a pupil’s progress in school but it is of relatively recent date that serious attention has been paid to such queries as: What do marks really measure? How is school achievement distributed in a representative school population? Should we assume a theoretical distribution? If so, what should it be? How do teachers’ marks actually distribute? What is the best scale or set of symbols to represent this distribution? What do we know about the actual reliability of teachers’ marks? Is it possible to increase the fairness and reliability? It is our purpose to answer these questions in this discussion."
